The Hannibal Early Birds Kiwanis Club presents a certificate of appreciation to Hannibal City Manager Jeff LaGarce in recognition of his 12 years of service to the City of Hannibal. LaGarce was the special guest of the Early Birds Kiwanis Club on Thursday, Feb. 28, where he shared highlights of his period as City Manager in Hannibal. LaGarce's last day on the job as City Manager will be March 15. His plan is for he and his wife, Donna, to return to the St Louis area where both of their extended families reside. LaGarce plans to return to school and obtain a degree in Accounting and to continue his career in that field. Both Harks and David Maple are current members of the Hannibal Early Birds Kiwanis Club and LaGarce is a former of the Club. "We thank you for your service to the City of Hannibal over these last 12 years and wish you and your wife the very best in your future endeavors." David Maple told LaGrace during the presentation. The Hannibal Early Birds Kiwanis Club meets every Thursday between 7 and 8 a.m. at the Hannibal Nutrition Center.
