Vicki A. Dempsey, a Hannibal attorney with bankruptcy knowledge and experience, has been chosen to receive the 2015 Michael R. Roser Excellence in Bankruptcy Award from the Commercial Law Committee of the Missouri Bar.
Vicki A. Dempsey, a Hannibal attorney with bankruptcy knowledge and experience, has been chosen to receive the 2015 Michael R. Roser Excellence in Bankruptcy Award from the Commercial Law Committee of the Missouri Bar. The Award will be presented to Dempsey at the American Bankruptcy Institute’s (ABI) Midwestern Bankruptcy Institute in Kansas City, MO., on Oct. 16.
Dempsey is an attorney at Dempsey, Dempsey & Moellring in Hannibal. She received a B.A. degree from the University of Missouri in 1977 and graduated from the University of Missouri School of Law in 1984. She was law clerk to the Honorable Harold Lowenstein, Missouri Court of Appeals, Western District from 1984-1985. She then went on to clerk for the Honorable Scott O. Wright, U.S. District Court, Western District of Missouri from 1985-1987. Dempsey is admitted to practice in Missouri and Illinois. She is a member of the Adams County and Tenth Judicial Bar Associations, the Missouri Bar, the National Association of Consumer Bankruptcy Attorneys and the National Organization of Social Security Claimants’ Representatives.
Dempsey has been very active in the bankruptcy community for over 28 years. She takes pride in advocating for her Chapter 7 and 13 clients with complex issues. In 2011, Dempsey challenged the inability to exempt proceeds of matured life insurance policies. She raised the matter to the Missouri Bar Commercial Law Committee and chaired a subcommittee to address the issue. Her research revealed that Missouri was the only state that did not provide any protection for matured life insurance policies. This past spring, Dempsey went to Jefferson City to testify before the Senate Committee in support of a bill that will permit the exemption of matured life insurance proceeds. The bill passed unanimously and the new legislation will become effective in August 2015.
Dempsey is active with the Historical Preservation for Quincy, Ill., and a member of the Board of Directors for Quincy Midsummer Arts Faire. She is also President of the Quincy Chapter of the American Association of University Women, which promotes education for women.
Since 1994, the Commercial Law Committee of the Missouri Bar, through a special selection subcommittee consisting of past recipients and attorneys representing different geographical areas throughout the state and a variety of practice sizes, has presented the Roser Award to an attorney who manifests the highest standards of excellence in bankruptcy practice, who contributes distinctively to the development and appreciation of bankruptcy law, and who has made an outstanding contribution in the field of bankruptcy practice or administration. The award is named in honor of the late Michael R. Roser, a prominent Kansas City bankruptcy lawyer.
