   Don Patrick of the North East Community Action Corporation (NECAC) has announced the hiring of Layne Ebers of Eolia as the agency’s new personnel officer and assistant deputy director for administration.
   Originally from Hannibal, Ebers earned a bachelor’s degree in business administration from Hannibal-LaGrange College in 1989 and a master’s of business administration degree from Quincy University in 2001.  He is a Certified Senior Professional in Human Resources.
   Ebers has 12 years experience in personnel management.  He spent two years as human resources director for Accutherm in Monroe City and New London, and served six years as human resources and marketing director for the Pike County Memorial Hospital in Louisiana.
   Ebers spent the last four years with SSM Healthcare Network.  He served two years as the human resources director for St. Joseph Hospital West in Lake St. Louis with 850 employees, and was then promoted in 2009 to employee relations director over four SSM hospitals with a total of 6000 employees.
   NECAC is a 12-county area not-for-profit social service, community health and public housing Community Action Agency that employees more than 140 full-time and 250 part-time people.  The agency is one of 19 non-profit Community Action Agencies in Missouri and a member of a national network of over 1,000 agencies across the United States.
   Community Action Agencies serve the needs of the low-income, elderly, youth, handicapped and disadvantaged through contracts and grants with federal, state, and local governments, private businesses and other non-profit agencies.
   NECAC administers over 60 programs with over 30 contracted funding sources and operates on a current budget of $29.3 million.  The agency is governed by a 36-member volunteer board of directors and managed by a full-time professional chief executive officer.  The agency’s central administration offices are located in Bowling Green with NECAC County Service Centers operating in each of the 12 counties.
