Letter to the Editor: Who decides what is junk?

I see that Hannibal is going to do another junk vehicle sweep. I do not disagree with this if the vehicle is really junk. But what if I buy a 1969 Dodge Charger and want to restore it and don’t have a garage to hide it in but I do have a large back yard? If I have purchased the car and paid the sales tax I feel I have the right as an American citizen to own the car without fear of being fined or forced to sell it because it doesn’t have plates or I don’t want to license it until the restoration is finished.
I’ve been told a car cover is not acceptable if it isn’t licenced or set in one spot too long. This is wrong and violates my rights as a tax paying property owner. I’ve seen city owned property that is a horrible eyesore and nothing done to improve it. C’mon Hannibal, clean up your own junk before you condemn others!
