The congressional visit was held in conjunction with the National Community Action Foundation (NCAF) annual legislative conference, with more than 1,000 non-profit Community Action Agencies represented. NECAC is a 12-county area not-for-profit social service, community health and public housing Community Action Agency that contracts with federal, state and local governments, private businesses and other non-profit groups to deliver numerous programs for the low-income, elderly, youth, disabled and disadvantaged.
