Hannibal, MO —

Earlier this year the Hannibal Police Department took its new squad cars out onto the city’s streets. In the near future the HPD will be navigating the cyber highway with a new computer system. During Tuesday night’s meeting of the Hannibal City Council, Chief Lyndell Davis was given permission to replace its two main servers, upgrade software and operating systems, and replace older personal computer units.
Davis told the council that the upgrades will provide increased data storage capability and off-site data storage. Davis also noted that all the new equipment will come with a three-year warranty.
Two bids were received. The low bid of $74,105 was a state bid from World Wide Technologies, which is significantly lower than the $95,000 Davis had budgeted.
In other business:
• A bid of $13,850 from Wilson Tree Service for the removal of 17 trees deemed hazardous in Riverview Park was approved. Of that cost, $9,880 will be covered by a TRIM grant from the Missouri Department of Conservation. The remaining $3,970 will come out of parks department funds.
• On a vote of 6-1, approval was given the development plan for the city’s new street department facility. Councilman Jim Behymer noted that the base floor elevation of the proposed building is 482 feet, which is 1 foot above the Planning and Zoning Commission’s recommendation and 1.93 feet above the ‘93 flood crest.
The base estimate for the project is just under $1.4 million, which is below the allocated amount of $1.6 million.
• A milling and asphalt overlay change order in the amount of $6,704 was approved for Chester Bross Construction.
• The council approved the installation of “loading and unloading” signs in the alley behind the Hannibal Nutrition Center to allow drivers to load meals.
• Two public hearings were scheduled for 6:45 p.m. Tuesday, Dec. 2, regarding flood buyout programs for residential and commercial properties.
• John Yancey provided an update on the sheltered workshop’s recycling program. A meeting about the recycling program between the workshop’s board and a special city committee was agreed to in the near future. Yancey said the goal is to expand the recycling program, but to do that a partner will be needed.
• Final reading was given an intergovernmental cooperation agreement between the city and the Missouri Securities Investment Program for the investment of city funds.
• Bud Janes was nominated to fill a vacancy on the Hannibal Board of Public Works.
