The Pike County Board split 4-4 on the issue, with one member absent.
The state required the non-binding recommendation.
Jonathan Curless wants to build a structure housing 3,600 hogs on land his family owns three miles northwest of Pittsfield.
Curless filed a notice of intent with the ag department in January. The state has the final say on whether the facility will be built.
Neighbors have cited concerns about odor and increased traffic in the area.
The county’s tie vote must be sent to the ag department by July 1. The agency has 15 days to endorse the proposal or ask for more details.
Voting against the facility were Board Chairman Scott Syrcle, Mark Mountain, Don Peebles and Robert Kenady. Those in favor were Richard Peebles, Jim Sheppard, Fred Bradshaw and Cleve Curry. Andy Borrowman was absent.
