The Northeast Missouri Community Foundation has announced that Gary Silver of Hannibal, a retired library director with considerable experience in communications and technology, has been named president of the NMCF.
He assumes the role previously held by Glenn Kelley, who has been president since the organization’s inception. Kelley previously announced his retirement. NMCF was incorporated in December 1999 as the Hannibal Community Foundation. When Mr. Kelley was president of the Hannibal Chamber of Commerce, the idea of a community foundation was first proposed. The chamber board unanimously approved the establishment of this organization. In 2007, the board realized that a broader area had need for the services provided and moved to change the name to Northeast Missouri Community Foundation to better indicate the scope of its reach.
Northeast Missouri Community Foundation is a 501C3 not-for-profit corporation whose purpose is to enable community betterment through benevolence with a mission to fulfill community potential through collaboration. It operates primarily to accept gifts for endowed (permanent) funds, the earnings of which will be used for long-term benefit of the community and short term needs through the establishment of relatively non-permanent funds. The four fields of interest covered by the foundation are community betterment, arts and culture, health and human services, and education.
The foundation has 17 board members and four ex officio board members. The officers are Joe Yarbrough, chairman; Joe Miller, vice chairman; and Paul Richards, treasurer.
