Final reading given city bond issuance

As it did a week earlier, the Hannibal City Council approved the issuance of $4.665 million in leasehold revenue bonds during a special call meeting of the council Tuesday night.
As was the case last week, the proposal did not pass unanimously. Councilman Jeff Lyng again opposed the measure.
“The people had no say in the borrowing of this money,” said Lyng after Tuesday’s five-minute meeting. “How much money will it be next time?”
Voting in favor of the bill were Mayor Roy Hark and Councilmen Jim Behymer, Kevin Knickerbocker, Jason Janes and Kyle Wilson. Mayor Pro Tem Jim Dexheimer was absent.
The money generated by the bonds will be used for among other things an assortment street projects, a new street department facility, new ballfields, and parking and lighting at Clemens Field.
After the measure was given a first reading last week, a special call meeting was necessary in order to give the bill a second reading in time to meet the bond closing date of Thursday, July 31.
