Typically the transition from open to closed session occurs quickly for the Hannibal City Council. Not so Tuesday night, when a question was raised about discussing a property matter behind closed doors.
Councilman Jeff Lyng expressed reservations about the council taking up the subject of land for a new park in the western part of the city, especially since the topic had already been publicly discussed during a Nov. 19 meeting of the Park Board.
City Attorney James Lemon said that while logically he could see Lyng’s point, he said the council could still legally bring the matter up in closed session since it is a topic permitted under the Sunshine Law.
On a vote of 4-3 the council went into closed session.
Also up for consideration by the council during the closed session was a matter dealing with possible legal action.
