The Department of Public Safety (DPS) is encouraging members of the public to make suggestions on how the department’s administrative rules can be improved to make them clearer, more concise and to increase the efficiency of the regulations of six department divisions, the department’s central management unit and the program that licenses and disciplines peace officers.

Sections of the Missouri Code of State Regulations deal with these Department of Public Safety divisions and are all under review: Division of Alcohol and Tobacco Control, Division of Fire Safety, Missouri Gaming Commission, Missouri State Highway Patrol, Missouri National Guard, Missouri Veterans Commission, the department’s Office of the Director and the Peace Officer Standards and Training (POST) Program, which is part of the Office of the Director.

“Gov. Greitens believes efficient and up-to-date regulations allow state government to better serve Missourians and has ordered a review across state government,” Public Safety Director Drew Juden said. “Our department and its divisions fully support the Governor’s directive and believe members of the public we serve should be a vital part of the review process. We encourage public participation in this important review.”

To make it easier for the public to review and comment on DPS division regulations, DPS has created a webpage that includes all of the divisions with regulations to be reviewed, links to the current rules in the Code of State Regulations and an online comment tab that simplifies the review process for interested citizens. The rules review webpage is at: http://dps.mo.gov/rulereview/ . It can also be accessed from the Department of Public Safety homepage: http://dps.mo.gov/ . Just click on the “Administrative Rule Review” tab.

The Department will also hold two public hearings to allow interested Missourians to comment in person. Those hearings, which will be informal and allow participants to deliver comments in person, will be held in Jefferson City from 1 to 3 p.m. Thursday, July 13 and Thursday, July 20, in the Lewis and Clark State Office Building, First floor LaCharrette/Nightingale Creek Conference Room, 1101 Riverside Drive, Jefferson City, Mo. 65101.

Comments may also be sent by email to dpsinfo@dps.mo.gov. Please include in the subject line “Attention: Rules Review. Comments may also be sent by fax to 573-526-1088. Please include on the cover sheet “Attention: Rules Review.” Comments may also be mailed to: Missouri Department of Public Safety, P.O. Box 749, Jefferson City, Mo. 65102, Attention: Rules Review.

The Department of Public Safety public comment period is scheduled to close on Thursday, Aug. 31.

In addition, the Missouri Gaming Commission has two scheduled public hearings, for Tuesday, July 18 and Tuesday, Aug. 1. Both hearings will be held at MGC headquarters, 3417 Knipp Drive, Jefferson City, Mo. 65102 beginning at 9 a.m. These public hearings are only for comments on administrative rules that involve the Missouri Gaming Commission.

The department will keep the public informed about any updates to the review process on the DPS rules review webpage: http://dps.mo.gov/rulereview/ .
