Hannibal, MO —

Hannibal police were seeking a suspect Friday afternoon in what they called an animal neglect and abuse case.
The suspect was identified as 45-year-old Richard L. Shannon.
He faces 10 counts of no city dog license, nine counts of animal neglect, one count of animal abuse, four counts of dangerous animals and one count of excessive number of animals. Bond amount of the combined warrants is $8,500.
Officers responded to a report of neglected dogs in the backyard of a home in the 2100 block of Hope Street on Wednesday.
They saw one dead dog that was decaying and got a search warrant for the property. Authorities said they seized nine dogs, eight rabbits, one hedgehog, eight birds, seven rodents and four snakes.
All of the animals were taken to the Northeast Missouri Humane Society shelter in Hannibal.
