Missouri plans tuition freeze for second straight year

Missouri hopes to freeze tuition at four-year public colleges and universities for the second straight year.
Gov. Jay Nixon made the announcement Tuesday while visiting the University of Missouri at St. Louis.
Nixon expects $42 million will have to be cut from higher education.
The freeze would be effective for the 2010-11 academic year, and still must be approved by lawmakers and the governing boards of the colleges and universities.
