The Continental Cement plant in Hannibal has filled two top jobs.
Sam Waters, who has worked for the company almost four decades, has been promoted to plant manager from assistant plant manager.
Scott Conroy, who previously worked for an Italian cement company, is the new vice president for manufacturing.
The economic downturn forced Continental to lay off 71 workers in February, but all have been hired back and Waters said the plant is back to full operations.
The facility and its barge-loading dock overlook the Mississippi River along Highway 79 at the south edge of Hannibal. It has 252 workers and operates around-the-clock.
The plant produces more than 700,000 tons of powdered cement a year, and a new kiln that began operation last fall allows for more than double that capacity.
