  • A rural Hannibal man is in Ralls County custody after an alleged fight with his girlfriend.
    Richard Hubbard, 18, was arrested Oct. 17 and charged with felonious restraint.
    According to court records, Hubbard restrained his victim, identified only by the initials A.M., and exposed her to substantial risk of serious physical injury.
    But this may not be the final charge that comes Hubbard’s way. Ralls County Assistant Prosecutor Robert Rapp said there are allegations of forced rape by A.M., who was described as Hubbard’s girlfriend by his attorney Rex Bradley of Louisiana, Mo. Rapp added Hubbard locked A.M. in a closet.
    Bradley requested Hubbard’s $50,000 cash-only bond be reduced 10 percent, but Judge David Mobley denied that motion when Rapp objected.
    “The allegations speak for themselves,” Rapp said to Mobley in regards to the felonious restraint charge.
    Hubbard remains in the custody of the Ralls County Sheriff’s Department. Inmate incarcerations are divided between the Marion and Pike County jails.
    Hubbard has been scheduled for a preliminary hearing for a 1:30 p.m. Nov. 14 at the Ralls County Courthouse.
    If convicted of felonious restraint, Hubbard faces up to seven years with the Missouri Department of Corrections, up to a year in the county jail, a $5,000 fine or a combination of both.
